Hi Gary,
You're right, bootstrap is not pretty. It has grown mostly by accretion.
It is used in many projects, so as you can imagine, I'd like to minimize
the number of changes that cause disruption.
However, I'd welcome improvements, especially if you can
keep them bite-sized -- contrast with your 12-item message ;-)

FYI, here are some of the bootstrap-using projects that I tend.
They tend to use the latest version.
coreutils
diffutils
grep
gzip
idutils
parted
