This would make sense if the multibyte / wide char support in Cygwin was final.
But as you say, the locale support in Cygwin 1.7 is still incomplete. So better
leave the autoconf test enabled - who knows what future versions may bring.

This is the first one the Cygwin developers should take care of.
The test case is in m4/mbrtowc.m4 lines 260..296.

Looks like a problem with Cygwin's EUC-JP decoder.
