Well, they allow recognizing and marking a URL better when it is
displayed wrapped, for example. At least my Gnome desktop marking
mechanism seems to cope better with that. But even recognizing short
URLs within plain text works better with <...>.
Personally, I think not delimiting URLs feels a bit weird: they are not
plain text, so some kind of quoting seems appropriate. But that's just
me, I guess.
