Looking at the module list [1]: Someone who is using only modules from
the sections "Support for building documentation" and "Support for
maintaining and releasing projects" will not need, and will not expect,
a libgnu.a.

I would prefer if this could be implemented without a gnulib-tool command-line
option. I.e. if gnulib-tool could infer that information from the list of
modules specified on the --import command line.
