The patch is right, but you need to explain the use-case:

No one wants to install a libgnu.a in $(foodir). Where's the module description
that requires this patch? (I only know of 1 module that needs this piece of
gnulib-tool.)

Yes, please. It's more to the point, and the autoconf doc does not mention a
portability problem with this syntax.
