test-localename failure

test-localename.c:28:20: error: setenv.h: No such file or directory
make[4]: *** [test-localename.o] Error 1

I'm not sure whether the test-localename module actually needs to depend
on both setenv and unsetenv?  Still, the patch below solves the problem.
