Perhaps the simplest thing to do would be to remove
http://ftp.gnu.org/pub/gnu/regex/, or to add a README file in that
directory that says this:
This regex distribution is obsolete, and is kept here only for
historical archival purposes. Modern uses should look at the regex
module of Gnulib <http://www.gnu.org/software/gnulib/>.
I didn't follow all of the description of the needed work
(as it was fragmentary and vague), but the part of it that
I did follow should all be fixed in the Gnulib regex module.
