If anyone in the audience has access to an ia64 system running a kernel
newer than linux-2.4.19, would you please let me know?  If no one else
cares enough, I'll just leave the failing-on-ia64 test as is.

All I can tell you is I get the same from 2.4.21-4.EL (RHEL3 "Taroon").
