That should be OK. autoconf <= 2.57 has no AC_C_RESTRICT, and
autoconf >= 2.58 has one equivalent to gnulib's.

That depends on the probability that we find a compiler for which the
current test is not enough. Then we would need to switch back from
AC_C_RESTRICT to gl_C_RESTRICT. How likely is this, Paul?
