If it's so hard to convince RMS that modern style is different,
maybe it's easier to convince him to drop this subject.
Things that make sense to state in a standards document are things that
- facilitate the interoperability between programs,
- facilitate the user's perception of the programs (such as --help and
the configure),
- facilitate the developer's work on various packages (such as the
coding conventions).
It is thus useful to recommend ASCII for source code of programs (because
of the third point), but I cannot see how prescribing `quote' vs. 'quote'
can be useful.
