I was thinking the replacement should only invoke locale_charset
instead of nl_langinfo (CODESET).  I didn't think how that could be
done, but for now I think my preference is to assume it can be done,
and let people worried about Win32/MacOSX do the work.

Separating that part into a separate gnulib module still seem
feasible, so I'm not sure this is even a problem.
