This may not be the simplest solution to your problem, but I think
gnulib should eventually address it:

In all of my projects, I use AX_CREATE_STDINT_H to create an header
file that declare all of the POSIX/C99 types such as int8_t,
int_fast32_t, intptr_t, intmax_t, int_least32_t etc.  The header file
typically end up including <stdint.h> on GNU systems, but can do other
tricks on other systems.  The header file is standalone, so it can be
installed, such as in Libidn where my library header file require
uint32_t.  (For libidn, it is installed as idn-int.h, for Shishi as
shishi-int.h, etc.)

I believe the macro support the goal behind gnulib: being able to
write clean code that assume C89/C99/POSIX/GNU, without any need to
use #ifdef's for system specific workarounds.

Making a gnulib module out of this M4 macro would be useful, but it
wouldn't be a typical gnulib module.  No source code to compile.  What
do people think?

I'm including the macro below.  Yes, it is unreadable, but it has
worked for me on many platforms in several projects.  My biggest gripe
with it, is that the generated *.h file is just as unreadable.  It
would be better if it only said '#include <stdint.h>' on GNU
platforms.  It is probably possible to rewrite it in a cleaner way.
