With a little effort from the maintainer, yes. All the maintainer has to
do is to mention these old modules when he uses gnulib-tool.

This is not an option. I, for one, don't want the GNU gettext configure
to be slowed down for the sake of 15-year-old systems.

We will end up removing memset and memcpy from gnulib eventually. The
question is: when?
