Well I prefer "gnulib-tool" for the same reason that I prefer Common
Lisp to Scheme (7 namespaces vs. 1 namespace).

Not really; --test should also work on platforms where no gcc is
available. And maybe -Werror is not so good after all as it may
distort the results of "configure".
