gettextize and autopoint (as called by autoreconf) copy the whole set
of .m4 files even if there is no intl/ directory, otherwise "aclocal -I m4"
might give an error. (aclocal doesn't know which macros are really
needed, it looks which macros are potentially needed.)
So I don't see a way to correct this, other than a complete
reimplementation of 'aclocal'.
