We've tried to avoid this so far - Emacs and regex are the only who do
this right now.  The problems are that 1) CVS sucks for security for
controlling who can update and 2) It means that we'd also have to
generate ChangeLogs if we wanted a complete one.

I understand that `subversion' solves some of these problems - but I
don't know if the plan is to switch to it or not.  I'm out of the loop
on that now.
