[open-cobol-list] Getting 100 per cent failures when "make check" is run

I cannot reproduce this with Cygwin on XP.
I regularly do do installs/checks (including the NIST 85 test)
under Cygwin.
Just rechecked now -
rm -rf open-cobol-1.1*
wget http://www.sim-basis.de/open-cobol-1.1.tar.gz
./configure
make
make install
make check
cd tests/cobol85
wget http://www.sim-basis.de/newcob.val.gz
gunzip newcob.val.gz
make test

Everything works fine.
So this looks like a Cygwin/Vista issue. There have been several
reports of problems with Cygwin/Vista combo over on the Cygwin
mailing list.
