[Bug-gnucap] Admin: I changed the posting policy to control spam

I just changed the posting policy for this list (and help) to require 
the address of the list to be explictly in the "to" or "cc" line.  
Hopefully, this will reduce the spam.  The other two lists did not 
have the problem, because info is moderated and devel already 
required the explicit address.

This change should have no effect on the proper use of the address.
