I just tried to download it from th same URL and it worked.
Maybe the issue for you is the ftp URL scheme ? The same directory is
accessible through http or https:
http://ftp.gnu.org/gnu/gnubg/ or https://ftp.gnu.org/gnu/gnubg/
Considering evolutions like the one described there:
https://developers.google.com/web/updates/2019/12/chrome-80-deps-rems
it is probably time to switch to one of the latter in the documentation
and the entry page at https://www.gnu.org/software/gnubg/
