I knew about this option because I had seen it years ago. I had done a .14-3 build this week, and it happened to be the version I ran (by accident). It appears that since .14 – this option was actually removed from Gnubg. I ran the latest and greatest, and it is gone.
Not sure this was now by accident or if it was removed for a particular reason. Someone may have decided that the Egyptian variant was not worth keeping in GnuBG. Not sure.

No such option in Settings-->Options-->Game in my build using a very recent snapshot.
Actually, when I saw Matthias's question, I thought such an option was present, but I couldn't find it. Now I'm confused.

This option does exist - Launch GnuBG, pull down the "Settings" menu, select
"Options...", click on the "Game" tab, then select "Forbid more than 5
checkers on a point". As you already surmised the evaluation engine
(Tutorial) doesn't take this option into account - as far as I am aware of.
