The files in non-src are all generated ones. Edit the .sh, .l, .y, and
.awk files in the main dir, configure and make, and then copy the new
files to non-src instead.

Doesn't need a license I think, but you may add it.

This isn't our file, perhaps it shouldn't even be in cvs.

- file.h

- gnubg.iss

This is obsolete I think, perhaps it shouldn't even be in cvs.

- sgf.l
- sgf.y

Should be gpl'ed

As for the rest of the *.[ch] files, I think they should be gpl'ed (if
they are "ours") and have a appropriate copyright statement added to
them as well. Have you edited the the files under lib/ and board3d/ as
well?
