I'm also interested in how different compilers do. I believe Intel
compiler makes really efficient code. Another question I ask myself is:
"What if the neural net evaluation was written in assembler? Would that
help?"

I can tell you the reason why blas/atlas doesn't improve anything. It
simply doesn't improve from the EvaluateFromBase. EvaluateFromBase is
much much faster because a lot of the inputs are zero.
