[Bug-gnubg] Panel sizing problems

In an attempt to fix the varying size of the panels I've had a go at 
putting the panels into a slider.  I've not checked anything in but 
instead but a test windows exe here:

Feel free to have a go and tell me what you think.  This build hasn't 
got png or libart support (so don't worry about png errors) but 
hopefully I'm using the same version of other libs, you probably want to 
back up your existing gnubg.exe first.

It should fix the problems with the navigation buttons moving and the 
playing board size changing when different moves are selected.
