[Bug-gnubg] Prerelease 0.14.1

Hi,

I've marked the current sources in CVS as 0.14.1 (CVS tag pre-rel-0-14-1).

I've not created a branch for bug fixes as the interest previously has
been relatively small for stable code.

I intent to bump the microversion every month or so (depending on the
number of changes). The major and minor version follows the neural net
version.
