I think it is already there.
Settings / Players ... Noise

If set to 0.005, gnubg will choose between the moves within 0.005.
If Deterministic is checked, it will be 0.005 for every move, if 
Deterministic is off, it will be between 0.0000 and 0.005 for every 
move.

(someone correct me here if i am wrong)
