The 9% refers to how many doubles should be dropped by your opponent in
order to make the double correct. If 9% of your opponents dropped the
cube it would be correct to double:

91% * double, take + 9% * double, pass =
91% * 75.04% + 9% * 84.3% = 75.8%

which is the same as the no double equity.
