Your rollout is a _cubeless_ one, hence the equities around -0.5.

I get:

Note that this it's very close to a pass after either move. At 3-ply I
get:

        3-ply cubeful [grandmaster]
    2. Cubeful 3-ply    7/2 4/3                      Eq.:  -1.000 ( +0.000)

The 1.5% drop in gwc is just enough to make this a pass. Remember that
the take point at -3,-3 is between 25% and 30%.
