[Bug-gnubg] new race net

I placed a new gnubg.weights 
(http://pages.quicksilver.net.nz/pepe/ngb/gnubg.weights.newrace.gz)
which includes a new race net.
To use - download, unzip, and copy over to gnubg.weights.

I will do another round on the race net later. Right now I want to get some 
progress on the much harder crashed net. I will try to check it againsts the 12 
pt. database with Joern help.

The numbers are:
                 new             current
