Whoops! There was a bug in gnubg -- we were missing a call to
bind_textdomain_codeset(), which meant that gettext was translating
everything into EUC-JP (the default charset for the ja_JP locale)
instead of leaving them in UTF-8 the way gnubg wants them. Once I
added that in, the ja.po file works fine for me.

GNU Emacs 21 ought to do it -- Emacs 20 didn't support UTF-8.
I'll commit the necessary changes to CVS soon. Thanks very much to
