This was due to a GTK+ bug. The bugs seems to be fixed in the
GTK+ for Windows from Tor site, dated 20020922

Two possible solutions.
1) Go to Tor's site [1], and get the file gtk+-1.3.0-20020922.zip
   Extract the file libgtk-0.dll over the excisting one in your
   gnubg directory.
2) Wait until next installation archive is built, probably monday,
   get the full setup.exe, the new libgtk-0.dll will be included.

This does not have a fix yet.

As Jørn says, iconv is our friend, and a solution has been suggested.
Can we use any of these [2] functions?
