Using an external libsigsegv

GNU Awk 3.1.7 comes with a copy of GNU libsigsegv 2.62 but the build
system doesn’t allow the use of an already installed libsigsegv.

This is problematic, notably because of bugs found in this version of
libsigsegv and fixed by later versions, as was reported in the thread
at [0].

What would you think of allowing the use of an external libsigsegv?  The
gawk tarball could still come with its own version of libsigsegv but
make it optional, as is often done for ltdl, gettext, etc.
