bug-patch mailing list for GNU patch

For the record ... bug-patch is no longer an alias directing here
(bug-gnu-utils), but is its own list
(http://lists.gnu.org/mailman/listinfo/bug-patch).  Also has its own
savannah project (http://savannah.gnu.org/projects/patch).  Perhaps one
day it will be merged with diffutils as has been long planned, but
meanwhile it needs updating.

The infrastructure changes are because GNU patch has a new
(co-)maintainer, Andreas Gruenbacher.  (Thanks Andreas.)  So send in
those bug reports to patch patches :).
