file magic for SVG

Based on the magic for SGML, XML, and HTML i came up with the magic
included below but (like the magic for HTML) it doesn't work very well as
the opening tags are not necessary right at the top of the file which
almost never actually happens.

I'd appreciate help getting this to work properly, not just for my own use
but so that I can try and get it included in gnu-utils.
