I'm not sure want you mean.  

As a new standard variable: no.  If pkgdatadir was defined here,
it would have a --pkgdatadir option in configure and this would
cause problems in nested packages (= AC_CONFIG_SUBDIRS) who
cannot share the same pkgdatadir setting.  Note that this
problem already exists with --docdir: if you configure a package
that embeds other packages with --docdir=/foo, then the
documentation of all these packages will be installed into that
same directory.

As a suggestion for Automake users: why not?  One problem I
noticed yesterday is that Automake provides $(pkgdatadir) but
not $(pkglibexecdir).  Also its manual suggests using
pkglib_PROGRAMS where the GCS would like you to use
pkgexeclib_PROGRAMS.  I've made a note on my TODO list to clean
this up.  Meanwhile, maybe it's safer not to mention these
variables.
