I don't think a change is needed, quite old versions were a bit vauge,
but the current one is quite clear about it.

               make datadir=FOO
       should the data files go into FOO or into FOO/awk?  With your

   FOO.  If you said make datarootdir=FOO, they'd go into FOO/awk.

If and only if datarootdir was used of course, which isn't the case
with 99.42% of all GNU projects...
