binutils-2.13.2 build failure

Downloaded the binutils 2.13.2 tarball at:

http://mirror.telentente.com/pub/gnu/binutils/binutils-2.13.2.tar.gz

Configured for m68k-elf target, host sparc-unknown-openbsd2.8.  During the
make all install, I got this failure:


makeinfo  --no-split -I../../binutils-2.13.2/etc -o standards.info

../../binutils-2.13.2/etc/standards.texi:3727: @include fdl.texi: No such
file or directory.
../../binutils-2.13.2/etc/standards.texi:3724: Menu reference to
nonexistent node `GNU Free Documentation License'.
makeinfo: Removing output file `standards.info' due to errors; use --force
to preserve.

Stop in /home/newell/source/build-binutils/etc (line 98 of Makefile).

Stop in /home/newell/source/build-binutils (line 1346 of Makefile).

Best I can tell, the file fdl.texi isn't present in the tarball.
