Thanks. I have the 1.13.25 installed along with gettext 0.11.5 and libiconv
1.8. When I try and run /usr/local/bin/tar I get "cannot execute".
Permissions are -r-xr-xr-x bin bin. Any ideas on what could be the issue?

In general you should always use the latest available. I have been
using 1.13 on hpux for a long time.
I believe the latest available is tar 1.13.25. I have been using this
version quite nicely on other systems.
