gcc -static test breaks with no libc.a

Hi,

Some GNU Parted users are having some trouble, because autoconf
doesn't give good debugging output when compiling statically,
and no /lib/libc.a is installed (i.e. a glibc-devel-static package).

It would be nice if autoconf could give some useful error message
when static linking is enabled (-all-static for libtool), rather
than silently disabling static linking.
