What is your 'locale' setting? What does the output of 'locale' say?
locale
What system are you running this on?
uname -a
Does this work?
echo 'a' | LC_ALL=POSIX grep '^[A-Z]'
echo 'b' | LC_ALL=POSIX grep '^[A-Z]'
