What port of Tar are you using, and what version of Windows is that?

>From your description, you are either using a DOS port on Windows NT,
where DOS programs cannot access long file names, or you are using
some buggy port which forcibly downcases file names.  The original Tar
code doesn't downcase file names at all, and I know about at least one
port which preserves file-name lettercase on Windows.
