tar man page

Hi,

I realized that tar does not have a man-page, so I wrote one.  I know
that GNU folks like info better (or so it seems), but I still believe
that every executable should have a man-page, even if it's just to list
the options and point to where the user can get more information.

Anyway, the page I wrote is attached, feel free it change it as you see
fit, it's FDL'd.

If you were to use it, I'd be glad.
