On second thought, I think I failed to grasp your example.
With GNU make, this makefile complains that it doesn't
know how to make 'lib' or, if 'lib' exists, it says "Nothing
to be done for all". I'm not following why you say it's
plausible and causes commands to be executed in a certain
order. What commands? What's the author's intent?
