Follow-up Comment #1:

The cause of this problem was that the application bundle sets the environment
variables for language settings. I removed all the code in the launcher script
that changes these environment variables. 

I tested this with pspp 1.2.0 release. This problem is not related to the pspp
code. It is only related to the application bundle for MacOS.
