Details:

The column width in the spread sheet can only be changed when the cell in
column 1 in the following row after the last data row is selected. Or if the
cell in row 1, next column after the last data column is selected.

If any other cell is selected the column width action has no effect.

To reproduce:

* Enter data in row one, cell 1, 2, 3 (any data, e.g. 15)
* Select row 1, cell 2
* Try to change the column width => not possible

This is tested with pspp 1.2.0 in MacOS and debian unstable. (gtk 3.22.30)
