Follow-up Comment #1:

Part of the reason why this isn't implemented, I think is that spss/pspp, in
general, can't know how many cases are in the dataset, without iterating them
all.

That isn't to say that your suggestion couldn't be implemented.  But the user
would need to be aware that it might require two iterations through the
dataset.
