R is more of a language for programmers than is PSPP.  If you are
a programmer and want to implement your own statistical
procedures, you will likely be happier with R.  If you just want
to run pre-packaged statistical procedures, you will likely be
happier with PSPP, except for one caveat: it is possible, even
likely, that PSPP's collection of statistical procedures does not
yet include all the statistics that you want to calculate.

PSPP also has a GUI that makes things pretty easy, or at least it
is intended to do so.  I am not too familiar with R, but I don't
think it has an equivalent.

I will have to let someone else speak for whether PSPP includes
these abilities, but off-hand I do not think so.  Have you looked
through the documentation?
