Follow-up Comment #1:

I suspect that your actual test program had "TO" in lowercase.

If so, the attached patch fixes the problem.

Yes, lex_look_ahead is completely bogus and in the long term we should
replace it by something better.

Here is my test program.  Without the patch, it is accepted only if "TO" is
uppercase.  With the patch, it is accepted regardless of case.

data list /x 1.
begin data.
1
end data.
vector v(5).
compute s=sum(v1 to v5).
