[bug-gnu-libiconv] Undefined symbols _stat_time_normalize

Hi,

I'm trying to use libiconv from vcpkg, when trying to build for arm64-iOS from x64 macOS I'm getting the below error. There are also other users that are bumping into the same issue. Any idea what could be the cause or what would be a solution?
