'strings' is not a reliable way to check for an RPATH in a binary.
Instead, you need to use
  objdump -x /tmp/build_output/usr/local/bin/iconv | grep RUNPATH
or
  readelf -d /tmp/build_output/usr/local/bin/iconv | grep RUNPATH
