Just to clarify my point about 'the build'. I believe it is just the man page that was built awhile ago. If I issue:
  iconv --version
I get:
  iconv (GNU libiconv 1.17)
  Copyright (C) 2000-2022 Free Software Foundation, Inc.
  License GPLv3+: GNU GPL version 3 or later <https://gnu.org/licenses/gpl.html>

with iconv, I am seeing:

iconv: (stdin):1:0: cannot convert

The angled brackets don't seem to get mapped to < and > which I was hoping they would.
This shows up in practice for me when trying to do 'man groff' on my z/OS system and it is trying to convert the UTF-8 code to ISO-8859-1. 

What's the best way to request a new 'approximation' (or do I have a different issue)? 

I am seeing this with a build that appears to be from March 31st 2007 on z/OS and January 22, 2006 on a Mac. So perhaps I just need a newer drop? The z/OS version is built from: https://ftp.gnu.org/pub/gnu/libiconv/libiconv-1.17.tar.gz
